Julie Catherine Couvillon, a 36-year-old female nurse, was enjoying a rare night out on Bourbon Street in New Orleans after attending Carnival parades. In the early morning hours of Sunday, February 24, 2019, her life was tragically cut short when she was struck by a stray bullet. Couvillon, a mother from Metairie, was walking near Willie's Chicken Shack when the fatal incident occurred.
The shooting transpired at approximately 3:10 a.m.
when a security guard was attempting to remove 37-year-old Louis Barnes from the restaurant. A struggle broke out between the two men, during which Barnes allegedly managed to gain control of the security guard's firearm and discharge it multiple times. One of the bullets struck Couvillon, who was an innocent bystander. The security guard was also wounded in the neck, and Barnes sustained a gunshot wound to his shoulder.
Emergency services rushed Couvillon to a nearby hospital, but she was pronounced dead. New Orleans police officers who were in the vicinity heard the gunshots and were able to apprehend Barnes at the scene without further incident. He was subsequently arrested and initially charged with second-degree murder and attempted second-degree murder.
Following the incident, the Orleans Parish District Attorney's Office announced that while they would not pursue a murder charge, they were charging Barnes with manslaughter for the death of Julie Couvillon, which carries a potential sentence of up to 40 years in prison. Additionally, he faced charges of attempted second-degree murder for the shooting of the security guard, with a possible sentence of 10 to 50 years, and being a felon in possession of a firearm, which could add another 5 to 25 years to his sentence. Officials also indicated that his sentence could be enhanced due to a history of prior felony offenses.
