David Riggins, a 64-year-old African American male, was found dead in Baton Rouge, Louisiana, on March 16, 2019. Riggins, who had previously served as the first Black Alderman and former Mayor of Vinton, Louisiana, was shot at his home off Old Hammond Highway.
