Javier Navarro Hernandez, a 17-year-old Hispanic male, was tragically shot and killed on the evening of August 3, 2019. The fatal encounter occurred in the parking lot of an IHOP restaurant on the Westbank Expressway in Terrytown, a suburb of Gretna, Louisiana.

According to the Jefferson Parish Sheriff's Office, the shooting stemmed from a dispute between Hernandez and another man. Investigators identified the suspect as Melvin M. Carcamo-Berrios. An arrest warrant was quickly issued for ...
