Garland Webber, a 57-year-old African American man from Harvey, Louisiana, was shot and killed on November 11, 2019. The incident occurred in the 3800 block of Chinkapin Street, where Webber's body was found on the ground. The shooting was the result of a long-standing dispute between Webber and his neighbor, 67-year-old Lawrence Sly Sr.
