On a Tuesday morning, just before 7:30 a.m. on September 1, 2020, the life of 35-year-old Black male Lamarcus Plater was tragically cut short in the parking lot of the Parkview Apartments in Monroe, Louisiana. He and another man, Malacra Oyah Smith, were shot and killed in a violent encounter that was captured on surveillance video.
