Rodney Wayne Phillips Orr, a 34-year-old African American male, was tragically found shot to death on July 12, 2016, in the Englewood neighborhood of Chicago, IL. The incident occurred shortly before 11 p.m. in the 6000 block of South Carpenter Street. Orr was discovered with a fatal gunshot wound to the head, lying near a parked Toyota.
