On that fateful Halloween night, Rouse was attending a party on Dennis Street when a violent altercation erupted. During the chaos, Rouse was fatally shot, while another individual, Quincy Bernard Emory, 31, sustained non-life-threatening injuries. The incident was one of several violent occurrences in Macon that night, contributing to a particularly deadly Halloween.
