On a cold Friday night in Baltimore, the life of 18-year-old Victor Underwood, a Black male, was tragically cut short on January 30, 2015. He was found suffering from a gunshot wound to the head in the 3000 block of Liberty Heights Avenue in the city's Parklane neighborhood. The discovery was made by police officers who were responding to a report of a shooting in the area.
