In the early morning hours of a December day, the city that never sleeps was tragically reminded of its darker side. On December 21, 1996, New York City Police Officer Charles A. Davis, a 38-year-old male, was working an off-duty security job at a check-cashing store in the East Elmhurst section of Queens.
