In the pre-dawn hours of Labor Day 2015, Carey Gabay, a 43-year-old Black man and a prominent aide to then-New York Governor Andrew Cuomo, was walking with his brother in Brooklyn. They were enjoying the J'Ouvert festivities that precede the annual West Indian Day Parade. Suddenly, the celebratory atmosphere was shattered by the eruption of gunfire between rival gangs.
