On the evening of March 21, 2018, the sound of gunfire shattered the quiet of the 1600 block of Steuben Street in Utica, New York. When police arrived, they found 50-year-old Quintin J. Horner suffering from gunshot wounds. A lifelong resident of Utica, Horner, a registered member of the Sioux Indian Tribe, was rushed to St. Elizabeth Hospital for emergency surgery. Despite the efforts of the medical team, he succumbed to his injuries during the operation.
