On the evening of March 21, 2018, the sound of gunfire shattered the quiet of the 1600 block of Steuben Street in Utica, New York. When police arrived, they found 50-year-old Quintin J. Horner suffering from gunshot wounds. A lifelong resident of Utica, Horner, a registered member of the Sioux Indian Tribe, was rushed to St. Elizabeth Hospital for emergency surgery.
