Arthur Stevens, a 30-year-old resident of Rochester, NY, was tragically killed on January 1, 2019. The incident occurred at a house party on Stout Street in the early hours of New Year's Day. According to police reports, officers responded to a noise complaint at the location and discovered Stevens unresponsive with at least one gunshot wound to his upper body.
