In the winter of 1992, the life of 31-year-old Jose Ramos, a Hispanic male, was tragically cut short in a parking lot outside his Wheaton apartment in Rockville, Maryland. On the evening of January 15th, Ramos was fatally shot during what authorities determined to be a robbery. This violent act was not an isolated incident but part of a terrifying crime spree that had been plaguing the region.
The man responsible for this senseless act of violence was Allan Patterson Newman.
His string of crimes had begun nearly a year earlier, in February 1991, and included a series of carjackings and armed robberies that left a trail of fear and loss. Prior to the murder of Jose Ramos, Newman had already escalated his violence, shooting a car owner in Rockville and killing two maintenance workers during a burglary in Silver Spring.
Following the murder of Jose Ramos, Newman's violent rampage continued, but his time as a free man was running out. Law enforcement eventually caught up with him, and he was arrested for his numerous crimes. In the subsequent legal proceedings, Allan Patterson Newman was convicted for the murder of Jose Ramos, as well as his other violent offenses. His capture and conviction brought an end to a period of intense fear and uncertainty for the community.
