On the evening of March 4, 2014, a dispute over money tragically culminated in the death of 21-year-old James Allen Frazier in Germantown, Maryland. The young man, a resident of Rockville, was fatally shot by Kelvin Parache, then 29, of Rockville. Investigations revealed that Frazier owed Parache an undisclosed sum of money and had allegedly been avoiding him.
The events leading to the fatal encounter unfolded throughout the day as Parache actively searched for Frazier.
Believing he was being intentionally ignored, Parache began following Frazier to various locations within Montgomery County. At approximately 9:15 p.m., Frazier was seen entering an establishment in the Flower Hill area of Gaithersburg. After leaving, he boarded a Ride-On bus. Parache continued his pursuit, ultimately locating Frazier after he disembarked from the bus in the 11800 block of Oxbridge Drive in Germantown, where the shooting occurred. Frazier was transported to a local hospital where he was pronounced dead.
Following an investigation by the Montgomery County Police - Major Crimes Division, Kelvin Parache was identified as the suspect. He was arrested on Thursday, March 6, 2014, in a vehicle near New Hampshire Avenue and I-495. Parache was subsequently charged with first-degree murder and the use of a firearm in the commission of a violent felony. He was ordered to be held without bond. A search of a Silver Spring address associated with Parache uncovered evidence connected to the crime. During questioning, after initially denying he knew Frazier, Parache altered his account when detectives informed him they had found a gun in his girlfriend's apartment. He then claimed a struggle ensued over a handgun that Frazier had pulled, resulting in the shooting. However, a medical examination determined that Frazier had been shot in the back.
