In the early morning hours of October 30, 2016, the life of 14-year-old Todd James Webb Jr. was tragically cut short in a burst of gunfire in Capitol Heights, Maryland. The male teenager was one of two young men who lost their lives that day during a chaotic scene at a dice game.
