On a summer afternoon in Oxon Hill, Maryland, a sudden burst of violence shattered the ordinary rhythm of the day. Inside a liquor store on Livingston Road on August 1, 2018, Ralland Whitfield, a 25-year-old Black man from Lothian, had just made a purchase. His life was cut tragically short when another man, David Edward Hall, 27, of Temple Hills, entered the store and shot him multiple times.
