On a cold January night in Frederick, Maryland, the life of 42-year-old Olan Carlos Mark, a Black male, was tragically cut short. On the evening of January 24, 2020, the sound of multiple gunshots echoed near the intersection of West All Saints Street and South Bentz Street, prompting concerned residents to alert the authorities. When police officers arrived at the scene, they discovered Mark suffering from a gunshot wound to his upper body.
