In the early morning hours of July 1, 2023, the life of 28-year-old Tayquan Cornell Palmer was tragically cut short in Frederick, Maryland. Officers responded to a call around 12:20 a.m. for a male shot in the face in the 100 block of West All Saints Street. Upon arrival, they discovered Palmer in a parking lot, unconscious and suffering from a single gunshot wound.
Despite the immediate life-saving measures administered by the officers and the subsequent efforts of emergency medical services, Palmer succumbed to his severe injuries and was pronounced dead at the scene.
The investigation into the shooting, which police did not believe to be a random act of violence, was swiftly undertaken by detectives from the Frederick Police Department's Major Crimes Unit. Their investigation revealed that on the evening of June 30, 2023, both Palmer and another man, Jeffrey Whitney Bryan Jr., were attending an outdoor gathering with approximately 20 to 30 other people. An argument erupted between the two men, after which Bryan left the event. He returned a short time later, concealed by a hoodie and a full face mask, and waited in a nearby alley. When Palmer was isolated from the crowd, Bryan approached him and fatally shot him in the head.
Through their investigation, detectives identified Jeffrey Whitney Bryan Jr., a resident of Frederick, as the suspect. On December 15, 2023, a Frederick County Grand Jury indicted Bryan on charges of first-degree murder, second-degree murder, firearm use during a violent crime, and firearm possession with a felony conviction. Bryan subsequently agreed to turn himself in to the authorities and was arrested on February 7, 2024. He was held at the Frederick County Adult Detention Center without bond.
In July 2024, Jeffrey Whitney Bryan Jr. pleaded guilty to first-degree murder in the shooting death of Tayquan Cornell Palmer. The Honorable Judge Scott Rolle accepted his plea in Frederick County Circuit Court. On September 16, 2024, Bryan, then 32, was sentenced to life in prison with all but 40 years suspended. In addition to his prison sentence, he will be placed on five years of supervised probation upon his release.
