Richard Clarence Ramsay III, a 24-year-old resident of Glen Burnie, Maryland, tragically lost his life on February 22, 2020, in what authorities have determined to be a targeted shooting. The incident occurred around 4:39 p.m. in the 200 block of Poplar Avenue.
