In the early morning hours of April 7, 2021, a fatal encounter unfolded in the parking lot of the Takoma Overlook Condominiums in Takoma Park, Maryland, forever altering the lives of two families. James Lionel Johnson, a 38-year-old Black male from District Heights, and his companion, 32-year-old Dominique Williams of Hyattsville, were shot by an off-duty Pentagon Force Protection Agency police officer.
The two men were rushed to a nearby hospital but ultimately succumbed to their injuries.
The shooter was identified as David Hall Dixon, who lived in the condominium complex. Dixon told responding officers that he had witnessed what he believed to be a car break-in and that he fired his weapon as Johnson and Williams attempted to flee the scene in a vehicle. He claimed that the men had failed to follow his commands. However, the ensuing investigation by the Takoma Park Police Department and the Montgomery County State's Attorney's Office began to unravel a different narrative.
Investigators found that Dixon's account of the events was inconsistent with the evidence, which included surveillance footage from the parking lot. The footage reportedly showed Dixon firing at the vehicle after it had already passed him, suggesting that he was not in immediate danger. This key piece of evidence contradicted the claim of self-defense and indicated that the use of deadly force was not justified. It was revealed that both Johnson and Williams had been shot in the back.
Following the investigation, David Hall Dixon was arrested and charged with two counts of second-degree murder, as well as one count of first-degree assault for firing at a third individual in the vehicle who was unharmed. In September 2023, Dixon pleaded guilty to the charges against him. Two months later, in November 2023, he was sentenced to 25 years in prison for his actions. The case also brought to light a prior incident involving Dixon, in which he had been accused of assaulting a woman with a shotgun in the same apartment complex a year earlier.
