On an early morning in Takoma Park, Maryland, the life of 32-year-old Dominique Williams was cut short. On April 7, 2021, Williams and another man, 38-year-old James Lionel Johnson, were fatally shot in the parking lot of the Takoma Overlook Condominiums. The two men, both Black, were confronted by an off-duty Pentagon police officer, David Hall Dixon, who lived in the condominium building.
Dixon told authorities he witnessed what he believed to be a car break-in and approached the men.
He claimed that they did not follow his directions and attempted to flee in a vehicle, at which point he discharged his service weapon. However, this account was later contradicted by surveillance footage. The video reportedly showed the officer firing at the car as it was driving away, posing no immediate threat to him. Autopsies would later reveal that both Williams and Johnson had been shot in the upper back. Both men died after being transported to a hospital. A third individual in the vehicle was also injured.
In the wake of the shooting, Dominique Williams's family expressed their devastation and outrage. His cousin, Erica Teel, stated, 'He became the judge, jury and executioner on his own free will.' Williams's brother, Malik Teel, described the act as cruel. Family members remembered Williams as a joyful and outgoing person who was a devoted father to his four children.
The investigation into the shooting led to the arrest of David Hall Dixon. He was taken into custody and charged with two counts of second-degree murder, attempted second-degree murder, and two counts of use of a handgun in the commission of a felony, as well as reckless endangerment. A judge ordered him to be held without bond. Following his arrest in connection with the deaths of Williams and Johnson, information about a previous incident involving Dixon surfaced. He was subsequently charged with first-degree assault in a separate case from the previous year, where he allegedly pointed a shotgun at a woman in the lobby of his building.
