In the late summer evening of August 31, 2021, a grim discovery was made in an unincorporated area of Takoma Park, Maryland. There, in an outdoor stairwell in the 6300 block of New Hampshire Avenue, the life of 39-year-old Luis Antonio Ruiz-Perez had been tragically cut short. Responding to a call, authorities found the male victim unresponsive, having sustained apparent gunshot wounds. He was pronounced dead at the scene.
