In the autumn of 2021, a burst of violence on a Baltimore street set in motion a tragedy that would take more than two years to reach its somber conclusion. On the afternoon of September 24, 2021, Reginald Evans, a 60-year-old Black male, was on the 1300 block of North Central Avenue when he was struck by a gunshot.
