Patrolman Frank C. McGinnis, a 24-year-old officer with the Kansas City Police Department, tragically lost his life on February 20, 1904. McGinnis, a veteran of the Philippine-American War, was attempting to make an arrest when he was fatally shot. On the night of September 20, 1904, McGinnis and Officer Jack Gallagher encountered John Harbin, a local petty criminal, standing next to an ice cream wagon at 5th and Walnut Streets in Kansas City, Missouri.
