Terry Eugene Foster, a 54-year-old male, was a veteran officer with the Independence Police Department in Missouri who tragically lost his life just weeks before his planned retirement. On March 17, 2001, he responded to a domestic disturbance call at a residence located in the 3600 block of Ralston Avenue.
