On a bitterly cold New Year's Eve in Kansas City, Missouri, the life of 23-year-old DeSean L. Parker was tragically cut short. In the closing hours of 2016, Parker, a male resident of the city, found himself in the wrong place at the wrong time. He was walking near the intersection of Ninth Street and Broadway at approximately 9 p.m. when a burst of gunfire erupted.
