In the early morning hours of a summer day in Kansas City, Missouri, violence shattered the quiet near 39th Street and Cypress Avenue. It was there that Eugene Webb, a 30-year-old man, was found shot and killed on Monday, July 31, 2017. The incident, which occurred around 2:45 a.m., also left another man wounded.

When police officers arrived at the scene, they discovered Mr. Webb, who had succumbed to a gunshot wound. The second victim was transported to a local hospital to be treated for ...
