In the late summer of 2001, Thomas Joseph Couch, a 33-year-old man with the mental capacity of an eight-year-old, was a resident of the Howe Developmental Center in Tinley Park, Illinois. Thomas, also known as Tom, was described as streetwise and capable of holding a job.
