An unknown bystander found a severely decomposed decedent in a tent that is near a railroad track. Bystander called 911. Medics arrived to the location and pronounced. Per P/O, there are possible lacerations on the lower portion of the decedent's back that resemble "possible knife thrust". Decedent has a tentative name from the bystander as a "Tom Fox" that was born in 1949.
