Officer Gregg William Winters, a 32-year-old member of the Muncie Police Department, tragically succumbed to gunshot wounds on January 8, 1991, after being shot while on duty on December 28, 1990. Officer Winters had been dispatched to a traffic accident and subsequently arrested a suspect for public intoxication. The suspect was placed in the rear seat of Officer Winters' squad car after being searched by another officer.
