On a cold February evening in Gary, Indiana, the life of 57-year-old James D. Franklin was tragically cut short. On February 15, 2018, just before 10:45 p.m., the sound of gunfire shattered the quiet of the 4200 block of Kentucky Street. Responding to a call of shots fired, police officers arrived to a grim scene. They discovered James Franklin lying in the street, having sustained multiple gunshot wounds.
