Ruben James Waters, a 21-year-old from South Bend, Indiana, was found dead on February 25, 2019. His body was discovered inside a running car with multiple gunshot wounds. Waters had been living in South Bend for about six months before his death, having previously lived in South Dakota with his biological family.
