Deputy Sheriff John E. Rafter, aged 28, tragically lost his life on February 7, 1983, while serving with the Rockingham County Sheriff's Office in Virginia. Deputy Rafter, a six-year veteran of the Sheriff's Office and a seven-year veteran of law enforcement, was transporting a prisoner to the Augusta County Jail in Staunton, Virginia, when the incident occurred.
