Timothy Alan Rigney, aged 30, tragically lost his life on August 16, 1991, in Manassas, Virginia. Rigney was the manager of a Little Caesars pizza shop and was fatally shot during a late-night robbery. The incident occurred when Carl Hamilton Chichester, along with an accomplice, Sheldon Maurice McDowell, entered the restaurant with the intent to rob it.
