In the early hours of a spring morning in Chesapeake, Virginia, the life of Cleveland Dorsey was violently cut short. On March 28, 1999, at approximately 2:14 a.m., Mr. Dorsey was found on the landing of an apartment building in the 900 block of Lake Village Avenue, located in the Deep Creek section of the city.
