In the early hours of January 16, 2003, a call about a shooting at a bar on East Brambleton Avenue in Norfolk, Virginia, set in motion a tragic chain of events. Among the officers responding to the scene was 39-year-old Sheila Herring, a dedicated member of the Norfolk Police Department. Having previously served with the Detroit Police Department for a decade and the Norfolk International Airport Police Department for three years, Herring was an experienced officer.
Upon their arrival at approximately 2:00 a.m., Officer Herring and her fellow officers encountered several people outside the bar. As they began to question the individuals, one of the men unexpectedly produced a handgun and opened fire. In the ensuing chaos, Officer Herring was struck by three bullets. Although she was wearing a bullet-resistant vest, the shots found their mark in her abdomen, an area not protected by the vest.
The other officers on the scene immediately returned fire, fatally wounding the suspect. Officer Herring was rushed to Norfolk General Hospital, but tragically succumbed to her injuries about 50 minutes later. The gunman, who was killed by the responding officers, was the sole suspect in Officer Herring's death, and thus no further arrests were made in connection with her murder. The investigation that followed deemed the actions of the other officers as justified.
