On a summer evening in Richmond, Virginia, the life of 30-year-old Hispanic male Daniel Cortez-Cisneros was tragically cut short. On June 11, 2011, officers were called to the 5300 block of Broad Rock Boulevard where they discovered Cortez-Cisneros inside a vehicle, suffering from a gunshot wound.
