La'Quan Kalief "Quan" Harris, aged 20, tragically lost his life on July 13, 2011, in Richmond, Virginia. On that fateful night, at approximately 10:30 p.m., Richmond Police officers responded to a call about a person shot and found Harris lying on the sidewalk in the 400 block of Westover Hills Boulevard.
