On a cold Friday evening in Richmond, Virginia, the life of 28-year-old Timothy Garnett was tragically cut short. On January 11, 2019, at approximately 7:29 p.m., the sound of gunfire echoed through the Whitcomb Court neighborhood. When Richmond Police Department officers arrived at the 2400 block of Carmine Street, they found Mr. Garnett on the sidewalk near the intersection with Bethel Street. He was unresponsive, having been shot.
