On a cold November evening in West Baltimore, Detective Sean Suiter, a 43-year-old, 18-year veteran of the Baltimore Police Department, was investigating a homicide with his partner. The Washington, D.C. native was a husband and father of five. While canvassing a neighborhood, Suiter approached a vacant lot after reportedly seeing a suspicious person.
