In the first minutes after midnight on August 10, 2014, a call for help pulled Baltimore police into the 1600 block of East Madison Street, where gunfire had just torn through the quiet.

Tashawn Roberts, 30, a Black male, had been shot multiple times. Officers arriving at the scene found him gravely wounded, and he was rushed to a hospital as detectives began trying to piece together what happened and why.
