Herbert O. Carter, a 37-year-old Black man, was killed late on the night of June 10, 2018, after gunfire erupted in Richmond’s Washington Park area. Just before 11 p.m., police were already nearby on an unrelated call in the 600 block of Lincoln Avenue when the sound of shots cut through the neighborhood.
