Herbert O. Carter, a 37-year-old Black man, was killed late on the night of June 10, 2018, after gunfire erupted in Richmond’s Washington Park area. Just before 11 p.m., police were already nearby on an unrelated call in the 600 block of Lincoln Avenue when the sound of shots cut through the neighborhood.
Officers rushed toward the gunfire and found two people suffering from apparent gunshot wounds.
The scene was treated as a death investigation from the start, and both victims were pronounced dead there on Lincoln Avenue as investigators secured the area and began canvassing for witnesses and any sign of the shooter’s route.
In the days that followed, authorities publicly identified Carter and the second victim, Quentin R. Robinson, and confirmed where Carter was from, listing him as living in the 9900 block of Racquet Club Lane in Henrico County. Medical officials later said Carter’s fatal injury was a gunshot wound to the chest.
Nearby residents described a terrifying, sudden burst of violence: shots cracking in the darkness, children jolting awake and scrambling for safety, and the sound of a vehicle speeding away almost immediately afterward. By morning, neighbors gathered close to the taped-off street, some hugging and crying, shaken by how quickly an ordinary night had turned into a double killing.
Investigators asked anyone with information to come forward through police or anonymously, but public updates about the case did not name a suspect. No arrests or charges were announced in the available reports, leaving the killings on Lincoln Avenue marked by unanswered questions and a community still searching for what happened in those moments before the car fled into the night.
