In the early morning hours of July 14, 2024, a grim discovery was made in the 1000 block of German School Road in Richmond, Virginia. A passerby found a man lying in the roadway, prompting a call to the Richmond Police Department at approximately 6:50 a.m. Responding officers arrived to find 56-year-old George Phillips Jr., a resident of Powhatan, deceased at the scene.
