In the late hours of a Tuesday night in Richmond, Virginia, the life of 25-year-old Jaquan A. Harris was cut short. On May 16, 2017, the young, Black man was fatally shot in the fourth-floor hallway of the Lofts at Commerce apartment complex where he resided.
