Jayquan L. Powell, a 21-year-old resident of Richmond, Virginia, tragically lost his life on November 23, 2014. Powell was one of the victims in a double shooting incident that occurred on Richmond's Southside. The police responded to reports of gunfire early that Sunday morning and found two men on the ground near the 3200 block of Decatur Street.
