Shakkan Elliot-Tibbs, a 22-year-old from Woodbridge, Virginia, was tragically killed on July 2, 2015, in Alexandria, Virginia. Elliot-Tibbs had spent the day visiting his cousin and was on his way to the metro to meet his mother in Springfield when he was struck by gunfire.
