Joseph Burnell Hicks Jr., a 19-year-old from Richmond, Virginia, tragically lost his life on September 7, 2015. On that day, Henrico Police responded to a call about a man down at the intersection of Delmont and Crawford Streets. Upon arrival, they found Joseph Burnell Hicks Jr. lying in the street with a gunshot wound to the head. Despite being transported to the hospital, he succumbed to his injuries later that evening.
