On a late summer evening in 2015, the life of a young man was tragically cut short on the streets of Henrico County, just outside of Richmond, Virginia. Joseph Burnell Hicks Jr., a 19-year-old male, was discovered lying at the intersection of Delmont and Crawford Streets on September 7, 2015. First responders arrived at the scene to find Hicks with a gunshot wound to his head. He was immediately transported to a nearby hospital for medical attention.
