James P. Swain Jr., a 25-year-old resident of Chesapeake, Virginia, was tragically killed on September 26, 2015. The incident occurred just after midnight in the Peaceful Village public housing community, located in the South Norfolk section of the city. Chesapeake Police Officers were dispatched to the 3100 block of Welcome Road, where they found Swain lying in the grass behind the apartments. He had been shot multiple times and was pronounced dead at the scene.
