In the quiet neighborhood of The Birches apartment complex in Chesapeake, Virginia, the holiday season of 2016 was irrevocably shattered by violence. On the evening of December 22, just days before Christmas, 27-year-old Dion Rayshon Tynes, a Black male, was found inside a parked vehicle in the 1700 block of Birch Trail Circle, suffering from multiple gunshot wounds.
