In the autumn of 2015, a promising young life was cut short in a tragic encounter at a Richmond, Virginia car wash. Paterson Brown Jr., an 18-year-old African-American male and a recent high school graduate, was fatally shot on October 17, 2015. The incident involved an off-duty Richmond police officer, David L.
